cpu fan spinning fast no display

When I power on my pc, the cpu fan spins, the green mobo light is on, no beep, and no display on monitor. This makes me assume there's a problem with the computer I am using, but it could be something else I'm unaware of. I had HW monitor running with Witcher 3 after the first crash and CPU and GPU were not overheating before crash occurred. Ill assume it was caused by overheating previously (or perhaps something I'm unaware of), but the immediate problem is the no signal now.
